Big Brother Watching Your Trash
Big Brother (or your little brother -- local city official snoops) will know. The RFID number of your purchases will be linked to you. They will be tracked each time the item passes a reading station. Dump it later in an "unauthorized" location, and Big Brother will know. Better not resell it without making sure Big Brother knows to whom sold by a recorded transaction, otherwise if you just use cash, and the new purchaser disposes of the item improperly, you will still be held responsible.
What will your punishment be? Depends on if you are otherwise a good little serf, or a trouble-maker and/or "repeat offender".

Assassination by RFID
The basis and goal of those in government is control. If you think it is "to protect and serve", you are hopelessly naive.
Anyone who criticises government is a threat, even if minor, to government. Those taking action are even more of a threat. Those making the biggest waves are the biggest threat.
So, how will government use its RFID power? If it's there, it WILL be used.
Beyond screwing with your ability to buy and sell and make a living, how about a little more "direct action"?
The list of dissidents is already been compiled, thanks to the "Heimland Sekuritat" Acts (Sieg Heil!)
It will be a simple matter to accompany RFID chip readers in busy locations with high power x-ray or microwave transmitters. When a troublesome serf passes by one of those readers and is identified, the machine is triggered, causing cellular damage. After some number of these triggered exposures, the hapless peon develops a cancer and shortly dies. Troublemaker problem solved.
